Answer is yes they use a hotmail.ph account but does make sense when a lot of the sites changed over with the administration to use something generic.

At least they have an email address and are using it.  I was very surprised a few months ago when I offered to send some documents to BOI in Cebu and was told they don't use email.  They do everything in person or by the slow postal mail.  Its almost unbelievable.

My now ex-girlfriend, Jinky, was 17 when we met. She told me, and I understood. I would not, however, go anywhere with her, without her mother being in close proximity. I made it a point that we were NEVER alone together, without a direct adult family member (in our case it was always her mother) present.

The day of her 18th birthday, we (Jinky, her mother, and me) went to her family home in Negros. That is where we celebrated her birthday, with a nice party and about sixty of her relatives present. After we went back to Cebu Province, she moved in with me.

So, what I am saying here is, tell your buddy to NOT be alone with her anywhere, without a direct adult family member present at all times you are together. After she is 18, it is a different story.


Jinky started living with Paul when she was 16 in March 2010.  I went to his apartment several times and on trips with Paul and Jinky to vacation resorts and guess what?  I have never met Jinky's mother.  Paul and Jinky were always alone.  He even told me that he took her virginity when she was just 16.  This man must be a habitual liar.  Jinky is still 17 now.  She will be 18 on April 20.  And, I don't believe he broke up with her.  He's waiting until after April 20 and then his head will pop up again.  Jinky is hiding out with him.  She don't want her supply of money cut off.

The birthday Paul mentioned was Jinky's 17th birthday.  He actually went to it in Negros, but this was long after he was living with her and took her virginity.

Paul has most likely "acquired" a new birth certificate for her. Most likely he will skip on this one as her parents have to file the complaint as I understand it. Only in the Philippines!!

Parental complaint would be the only one that would stand on that or another family member to force an investigation into it. Although would be interesting seeing the original and fake birth certificates both appearing and Paul trying to explain that one away.

I don't believe Paul has a new Birth Certificate for Jinky.  Changing a persons date of birth is hard to do after the birth is registered with the NSO.  Jinky graduated at 16 years old just like many students do in the Philippines.  In other countries students usually graduate at 18 because they attend school for 12 years instead of just 10 years like the Philippines.  Her high school still has her Birth Certificate.

Paul is just a good liar so most people believe everything he says.

Actually Bob I believe the relevant law specifically allows any Philippine citizen to report offenders but why no-one has done this is another point entirely. This could explain why he singles-out young girls from the Province as they and their parents, relatives, friends etc., are less likely to be clued-up about the law. It's a practice that should not be condoned, in my view.

Paul promotes going after girls in the provinces as not being Westernised this may be the real reason though is being able to use and abuse without fear of the law as disconnected from family and friends becomes difficult to seek help. Then being unaware of rights and laws as well.

Not surprising to me - the Veteran Administration in Manila uses the Mail System to send time sensitive documents to Cebu - Not Email and Not Courier - the US Embassy uses Air21 as does the VA Medical Clinic to send appointment conformations and prescription refills
